
The City of Steamboat Springs is looking for commercial outfitters for Emerald Mountain. Those wanting to host lessons, clinics or tours on Emerald Mountain need to apply through a Request for Qualifications process. This could be for running, walking, or hiking, bike riding outfitters, snowshoeing and fat biking outfitters, and backcountry ski/snowboard outfitters. You’ll need to submit a business plan. Applications are due to the city by May 2.

Emerald Mountain Outfitters Request For Qualifications — Submission Period Now Open for Commercial Outfitters
STEAMBOAT SPRINGS, COLORADO-April 15, 2022- As part of the ongoing conversation regarding commercial recreation on city property, the City of Steamboat Springs has developed a Commercial Use Policy for Emerald Mountain. The policy was developed through an extensive public process and is intended to strike a balance between commercial use and minimizing negative impacts to the public and natural environment.
New this year, outfitters looking to host lessons, clinics or tours on Emerald Mountain are required to apply through the Request for Qualifications process. Through this process, the city is looking to enter into a contract with qualified, professional recreation outfitters, to provide guided recreation services on Emerald Mountain.
Three classifications of commercial use have been established for Emerald Mountain. The first two classifications, Events and Programs, are managed and permitted through the city’s special event permit process. The third classification, Lessons, Clinics and Tours is managed via the new Request for Qualifications process on a one-time, annual basis.
The number of outfitter opportunities will be limited as followed:
May 1 – October 31
- Up to 2 running/walking/hiking outfitters
- Up to 2 bike riding outfitters
November 1 – April 31 (outfitter services not allowed within Howelsen Alpine/Nordic Ski Area Boundaries)
- Up to 2 snowshoe outfitters
- Up to 2 fat biking outfitters
- Up to 2 backcountry ski/snowboard outfitters
Anyone looking to apply will be required to submit a business plan detailing the requested use, experience, trail etiquette education plan, safety, and transportation plan, as well as pay all associated fees. Permits will be renewed for 3-year terms upon notification and good standing.
