A 21-year-old resident of Phippsburg is in the hospital in serious condition, after a crash just south of Toponas Sunday. She has not been identified. The driver of the vehicle was killed. He has been identified by Colorado State Patrol as 22-year-old Blaine Samuel Palmer of Broomfield. Colorado State Patrol Trooper Gabe Moltrer says the crash was near mile post 32. The Toyota Landcruiser went off the right side of the road and rolled multiple times. Trooper Moltrer says both the passenger and driver were wearing their seatbelts and were not ejected.
