The City Clerk of Steamboat Springs has certified that the petition for referendum regarding the Brown Ranch Annexation is sufficient. There were 2,016 signatures submitted, with 494 rejected, a few of which included wrong address, not registered to vote, or no date. The petitions are on the city’s website at SteamboatSprings.net.

Here is more, released on Tuesday, from the City of Steamboat Springs.

City Clerk Certifies Petitioner Referendum For Election

Next Step is City Council Hearing in December or January

STEAMBOAT SPRINGS, COLORADO-November 28, 2023-The City Clerk has certified that the petition for referendum regarding City of Steamboat Springs Ordinance No. 2933 (Brown Ranch Annexation) submitted on November 17, 2023, has been examined and found to be sufficient.

The petitioners committee submitted 67 petition sections containing 2,016 signatures. The City Clerk examined the sections, rejecting 494 signatures and verifying 1,522 signatures, more than the required 1,133 signatures to force an election. The certificate of sufficiency can be found here.

Ground for rejection of a signature by the clerk’s office included:

  • name on signature line not found in voter registration file,
  • address on the signature line does not match the voter record,
  • the signature is illegible,
  • duplicate signatures,
  • the date of signature was omitted,
  • Steamboat Springs was omitted,
  • Routt County was omitted,
  • signature added after the date of the circulator’s affidavit (Petition Section No. 60), and,
  • alteration to signature line.

With the petition containing the necessary valid signatures, the City Clerk will schedule a hearing before the City Council, which could occur in December or January. Council would decide whether to repeal the ordinance or schedule an election.

The Election Code provides an opportunity for any registered voter in the city to protest the validity of a signature or signatures prior to the City Council hearing on the petition. Each petition section is posted on the city’s website for review.

A protest must be based on a violation of the City Charter or Election Code to be valid. If there is a protest, it would be referred to City Council for a formal public hearing at the next Council meeting following the protest. Council’s decision could be appealed to the Routt County District Court.

If there is to be an election on the referendum petition, the City Charter requires it to be scheduled between 30 to 90 days from the Council’s determination that the petition is sufficient. This could set up a potential election date in March or April 2024.

Craig City Council meets Tuesday night. Municipal Judge Jay Cranmer will administer the Oath of Office to Chris Nichols as Mayor, Luke Tucker, Nathan Butler, Derek Duran and Randy Looper as councilmembers for the City of Craig. A meet and greet is at 5:45. The council meeting starts at 6:30 p.m.

The new members on the Moffat School Board were supposed to be sworn in at Monday night’s meeting but the election has not been officially certified by the county yet.

At the meeting, students and parents told the Moffat County School Board that they want a softball team at Moffat County High School. Right now, they’re having to drive two hours each night, to practice and play for the Meeker Cowboys. That leaves little time for anything else.

Here’s sophomore Teryn Carter, 8th grader Josie Terry, and junior Kylie Jayburg.

Teryn Carter: “I think that we should get a softball team here in Craig because traveling back and forth to Meeker is very exhausting and we don’t really have that much time after softball to do homework and stuff and all that.”

Josie Terry: “I would love having a softball team in Craig. Not only is it easier for traveling, but you get to know the coaches better, not just some other town’s coach and you are representing your own city and stuff.”

Kylie Jayburg: “And I would love to have a softball team in Craig because it’s very dangerous traveling to Meeker and Craig every single day. And it’s tiring as a high school student to play an hour away.”

The girls have a list of 28 others who they say would play, and they’d invite players from Hayden and Steamboat Springs. They plan to speak again at the Moffat County School board meeting on Dec. 11, after a new board is sworn in.

Two new climate monitoring stations have been installed in the Upper Yampa River Basin, one north of Hayden and the other north of Steamboat Springs. It’s a collaborative effort between Yampa Valley Sustainability Council, CMC, and the Scripps Institution of Oceanography out of San Diego. The systems will be able to better monitor soil moisture which in turn can help predict “snow-to-flow,” which would help predict water availability in the Colorado River Basin. Six more stations will be installed through 2026.
