Ballot initiative to end wolf introduction by 2026 has been filed

A group called Colorado Advocates for Smart Wolf Policy has announced the filing of the final language for a citizen-led ballot initiative to end the introduction of gray wolves in Colorado, by Dec. 31, 2026. Patrick Davis is leading the campaign.

“I saw an actual need for this coming from the farming and ranch community, coming from the State Legislature. Apparently, they can’t even afford to pay for the loss as it’s written, can’t afford to pay for the remediation of the animals that the wolves have killed. There’s a need to go back to go. Go back to before this law started, so that we’re able to start fresh and maybe come up with a smarter more pro-active policy that can work for everybody in the State of Colorado. The first thing we have to do is get rid of this unworkable law that’s on the books.”

The state’s Ballot Title Setting Board will hear the details of the initiative on April 2. Signatures will be collected statewide starting April 10. When enough signatures are collected and the initiative qualifies, it will be on the November 2026 ballot.

The Smart Wolf Policy group has a website at SmartWolfPolicyCO.com. The home page says, “End Colorado’s Wolf Importation. Help Save Colorado’s Heritage.”

The website says “Our Mission: SmartWolfPolicyCO.com is dedicated to advocating for the end of wolf reintroduction in Colorado. We strive to educate the public, engage volunteers, raise funds, and gather support for the upcoming 2026 ballot initiative.”

A calendar on the page says, “Campaign Events,” but no campaign events are listed yet.

There is concern, though.

Former Colorado Senator and State Representative and now Garfield County Commissioner Perry Will posted the following on his Facebook page on Saturday morning, March 22: “Despite a request from myself and others that a ballot measure effort to repeal wolf reintroduction be suspended, proponents are moving forward to place a measure on the November 2026 ballot. The Title Board set a title that asks voters to vote to end reintroductions of gray wolves by Dec. 31, 2026. We predicted the wolf introduction program would be a nightmare and we were right, but read on about why this latest proposal is not the answer in The Fence Post:

Commissioner Will said it may be too late, since wolves are on the ground.

“My whole opinion on that is that I applaud the effort 100%. It’s just the stakeholding wasn’t done on it. The wool growers and the cattlemen didn’t think that was quite the angle to take because the damage is already done. The wolves are already on the ground. Yeah, I applaud it. It’s great to do it. But I’m not sure what it accomplishes for us other than (to stop) any further reintroductions. We were wanting to do a little more of a strategic plan on it. It just seemed a little premature, without getting everyone on board before hand. I mean, I applaud the effort. But the situation is that they’re out on the ground. They’re there. And it’s a must win. Right? If it gets on the ballot, you have to win it.”

Will is also a former wildlife officer with the Department of Wildlife and Colorado Parks and Wildlife.

Proposition 114 was narrowly passed by 50.91 percent of voters in November of 2020, to introduce gray wolves into Colorado. Ten wolves were introduced from Oregon in December 2023. Fifteen more were captured in British Columbia and released in Colorado in January of 2025.

Colorado Advocates for Smart Wolf Policy Announces Ballot Initiative to End Wolf Reintroduction by 2026

DENVER, CO — Today, Colorado Advocates for Smart Wolf Policy announced the filing of the final language of its citizen-led ballot initiative that seeks to end the reintroduction of gray wolves in Colorado by December 31, 2026. The initiative—now officially titled Proposed Initiative 2025-2026 #35—will be heard by Ballot Title Setting Board on April 2.

The measure proposes to:

End the state’s reintroduction of gray wolves by December 31, 2026
Remove the classification of gray wolves as “nongame” wildlife
Include livestock guard and herding animals in depredation compensation programs
Prohibit the importation of gray wolves into Colorado

“This campaign is about putting the interests of Colorado citizens, taxpayers, and our rural communities first,” said Patrick Davis, spokesperson for Colorado Advocates for Smart Wolf Policy. “Coloradans have spoken, and now they deserve relief from a policy that threatens wildlife management, agricultural livelihoods, and public safety.”

The coalition is mounting this campaign on behalf of a broad spectrum of Colorado stakeholders, including:

3.65 million taxpayers
5.8 million citizens
Approximately 500,000 hunters, including 300,000 elk, deer, and antelope hunters
56,000 farmers and ranchers, who manage approximately 2.6 million cattle and calves and 400,000 sheep and lambs.

“The data is clear—wolf reintroduction has wide-reaching consequences for the people who live, work, and recreate across this state,” Davis added. “This ballot measure is a responsible, science-based course correction that honors both wildlife and working landscapes.”

The campaign will begin collecting signatures statewide after April 10. When the initiative qualifies, it will appear on the November 2026 ballot.
