Colorado Cattlemen hear of new wolf petition being presented to CPW

The Colorado Cattlemen’s Association is holding their annual convention and trade show in Steamboat Springs this week. About 300 producers and those associated with cattle and agriculture are in attendance.

 

Wolves was one of the topics at the meeting on Tuesday. A speaker from Colorado Parks and Wildlife said to expect another petition to the CPW Commission from multiple wolf advocacy groups.

He said the petition will ask that ranchers be compensated for an animal only if a wolf is the direct cause of the death. That means ranchers cannot submit itemized production losses, such as weight loss, of their herd. The agent said the other item on the petition would take away verification for compensation if non-lethal forms of mitigation are not being used, or have not been used by a rancher.

To confirm, the agent read the wording of the two items on the petition:

  • “Require that livestock loss claims are only eligible for compensation if wolves are proven to be the ultimate and direct positive factor of loss.”
  • “Mandate the compensation for any wolf related losses is contingent on using appropriate non-lethal co-existence methods proactively.”

He was unsure whether the petition had yet been submitted, or when it will be heard by the CPW Commission.

This was also confirmed by Luke Perkins, the Statewide Public Information Officer for CPW, who wrote that CPW was made aware that the petition was going to be submitted but it has not yet been finalized.

The CPW presentation also spoke of the multiple wolf mortalities with the most recent being in Routt County, 37 wolf damage claims submitted between 2023 and 2025, 13 wolf damage investigations this year, and the number of animals confirmed killed by wolves from 2021 to current which are 42 cows, 12 sheep, four dogs, and a llama.

CPW encouraged the ranchers to keep good records of what happens on their ranch each year so they can compare with year’s past, if there are losses. “The process is more straightforward when making claims currently, as compared to past years.”

Regarding the lethal removal of the wolf from the Copper Creek Pack on May 29, Ray Aberle with CPW said they are still monitoring the situation of the other members of the pack, and that they are engaged and aware regarding taking action.

Aberle thanked the producers very also being engaged with CPW. He said the wolves are wild and , “very hard to predict.”

 

Adam Baca is the Wolf Conflict Coordinator for CPW. He spoke of the 116 site assessments of ranches that have been completed, 12 fladry deployments, and over 80 scare devices that were distributed. He said there are ten contracted Range Riders with CPW and two with Colorado Department of Agriculture. Baca also thanked the ranchers for their collaboration. “We appreciate the partnership.”

 

Dustin Shifflet with the Department of Agriculture spoke of the positive and ongoing collaboration with CPW. He said they will go to counties and speak with county leaders about carcass management. He appreciated the collaboration and hard work. “The producers continue to be at the table and working with us.”

 

John Swartout with Unified Wolf Coalition spoke to the group about, “the political interference in the wolf plan,” from the governor’s office. He was disappointed in broken promises as the relationship was built on trust. He stressed the importance of educating those on the Front Range about the importance of landowners and producers in the state. He concluded that the producers, “need to unite to get our message out.”

 

Gaspar Perricone is the chair of the Colorado Wildlife Conservation Project, which is the state’s largest alliance of hunting, angling, and wildlife conservation organizations. He said decisions are no longer being made by experts. He encouraged everyone to get involved because, “there is no one else who will do it for you.”

“We exist in a moment in time where action is needed. We are being dealt a hand that is undervaluing both the heritage and tradition of agriculture in this state. And it is our opportunity and our requirement to stand up to that in a way that will insure that places like Routt County and other portions of the state that are heavily invested in agriculture are afforded the opportunity to hand that off to their children and their grandchildren.”

Tom Harrington is the current president of the Colorado Cattlemen’s Association.

“We’re here doing the business of the people that produce food for not only our state, but for our world. Not everybody can get away to come to these meetings so the people that do engage, they’re involved, and they’re active, we’re there doing the work. We’re so happy that people take time out of their schedules to come and do the business. We do relationships with people maybe I get to see once a year, but it’s so important to come, get engaged, get current, and get out there and do the work.”

 

Also at the Colorado Cattlemen’s meeting, Colin Woodall spoke about the New World Screwworm Fly. Woodall is the CEO of the National Cattlemen’s Beef Association. He confirmed that the New World Screwworm Fly is a non-native and flesh-eating. The USDA says it is a “devastating pest.”

“This is a problem because if not treated, it could kill your cattle in seven to ten days and have a tremendous impact on your bottom line, so that’s why we’re watching, in order to protect ourselves from this pest.”

Woodall says the New World Screwworm Fly has made it to southern Mexico and they are watching it closely as it gets closer to the United States. The border is shut down to the importing of live cattle, bison, and horses.  The USDA is fighting it with sterilized flies that are being produced by a group called COPEG out of Panama, that mate with the Screwworm Fly but then can’t reproduce.

Woodall says they are making sure they have the technology to fight it, and that the product is approved, and he wants ranchers to be aware.
